Fall protection is the defining obligation for roofing contractors. Every employee on a roof with an unprotected side or edge six feet or more above a lower level must be protected by guardrail systems, safety net systems, or personal fall arrest systems (1926.501). Low-slope roofs (4:12 or less) permit a warning line system set back at least six feet from the edge, but only in combination with a safety monitoring system, a guardrail, a safety net, or personal fall arrest for employees between the warning line and the edge. Steep-slope roofs (greater than 4:12) require guardrail, safety net, or personal fall arrest with no warning-line alternative.
A written fall protection plan identifying every roofing task and the specific protection method used. Competent person designation — someone trained to identify fall hazards and authorized to take corrective action. Equipment selection based on roof slope, edge configuration, and available anchorage. Personal fall arrest system components (harness, lanyard, anchorage) rated and compatible. Rescue planning for every job where personal fall arrest is used — how a suspended worker will be reached and brought to safety within the time window before suspension trauma becomes a medical emergency.
Relying on a safety monitor as the sole form of fall protection on low-slope roofs. A safety monitor is only permitted in combination with a warning line system, and even then, the monitor must be on the same walking/working surface, within visual sighting distance, and close enough to communicate orally. A foreman standing at the hatch opening watching four roofers near the edge does not meet the standard. Inspectors know this is the most abused provision in the roofing industry.
Written fall protection plan, site-specific or task-specific. Competent person designation documentation. Training records for each employee on fall hazard recognition and equipment use. Equipment inspection records for harnesses, lanyards, connectors, and anchorage systems. Rescue plan for each job using personal fall arrest.
Roofing contractors face extreme heat exposure from solar radiation, hot roofing materials, and physical exertion. While OSHA does not have a specific heat illness standard, the General Duty Clause (Section 5(a)(1)) requires employers to protect employees from recognized hazards — and heat illness on roofing jobs is a well-documented recognized hazard. OSHA's National Emphasis Program on heat-related hazards targets outdoor industries, and roofing is among the highest-priority targets for enforcement.
A written heat illness prevention program with provisions for water, rest, and shade. An acclimatization plan for new and returning workers — OSHA data shows the majority of heat fatalities occur in the first week of work. Monitoring procedures — wet bulb globe temperature (WBGT) or heat index thresholds that trigger specific protective actions. Emergency response procedures for heat-related illness, including symptoms recognition training for supervisors and coworkers. Work/rest schedules adjusted based on temperature, humidity, workload, and PPE.
Not having an acclimatization plan. OSHA's data consistently shows that new employees and employees returning from absence are at the highest risk of heat illness in the first days of exposure. A roofer who was off for a week and returns to a hot roof on a 95-degree day has lost acclimatization. The program must address gradual exposure buildup for anyone who has been away from heat exposure for a week or more.

Roofing materials and processes involve numerous hazardous chemicals — hot asphalt and coal tar pitch (containing polycyclic aromatic hydrocarbons), roofing adhesives and solvents, primers, coatings, polyurethane foam chemicals, single-ply membrane solvents, and kettle fuels. On multi-employer sites, the contractor must also account for chemicals other trades bring to the jobsite.
A written HazCom program specific to the roofing trade. A chemical inventory covering all products used — hot-applied materials, cold adhesives, primers, solvents, coatings, sealants, and fuels. SDS for every product, accessible at the jobsite. Training on the specific hazards of roofing chemicals, particularly the fume hazards from hot asphalt and coal tar pitch, and the solvent hazards from adhesives and primers.
Underestimating fume exposure from hot-applied roofing. Asphalt fumes at kettle temperatures are a recognized respiratory hazard, and coal tar pitch fumes are a known carcinogen. If your operation uses hot-applied materials, you need to assess fume exposure, which may require air monitoring. The SDS for roofing asphalt lists exposure limits that are routinely exceeded at the kettle and during application. Engineering controls (fume recovery lids, low-fume kettles) or respiratory protection may be required.

Roofing contractors must provide safe access to rooftops (1926.1050–.1060). Ladders used for access must extend at least three feet above the landing surface, be secured against displacement, and be inspected before use. Employees must be trained in ladder safety and the recognition of ladder hazards. When ladders are used as the primary access to a roof, the landing area must be kept clear and the ladder positioned to minimize the risk of falling when transitioning from the ladder to the roof.
A ladder safety program addressing selection, inspection, use, and storage. Training for every employee who uses ladders, delivered before first use. A ladder inspection program with documented inspections — damaged ladders must be tagged and removed from service. Site-specific access plans identifying the roof access method for each job. Procedures for the ladder-to-roof transition point, which is the highest-risk moment for falls.
Using ladders that are too short. A ladder that does not extend three feet above the roof edge forces the worker to step from the ladder onto the roof without a handhold — a fall hazard at the transition point. Leaning off the side of a ladder to reach the roof edge is equally hazardous. The standard requires the three-foot extension, and inspectors measure it.
Ladder safety training records for each employee. Ladder inspection records showing defective ladders were removed from service. Site access plans identifying the roof access method for each project. Documentation of ladder securing — tied off, staked, or held by a second person.
Roofing contractors must assess the workplace for hazards requiring PPE and provide appropriate equipment at no cost to employees (1910.132). Roofing work typically requires head protection (1926.100), eye and face protection during cutting and grinding (1926.102), hand protection for handling hot materials, foot protection on active jobsites (1926.96), and hearing protection when noise levels exceed 85 dBA during activities like rooftop equipment installation or demolition.
A written PPE hazard assessment identifying the hazards present in each roofing task and the PPE required. PPE selection based on the specific hazard — heat-resistant gloves for hot-applied work, chemical-resistant gloves for solvent-based products, impact-rated safety glasses for cutting and grinding. Training on the proper use, maintenance, and limitations of each piece of PPE. A replacement program ensuring damaged or worn PPE is replaced promptly.
Not performing a documented hazard assessment. The standard requires a written certification that a workplace hazard assessment has been performed, identifying the workplace, the person who performed it, and the date. Many contractors provide PPE — hard hats, gloves, glasses — without documenting the assessment that determined which PPE is needed for which tasks. The assessment itself is a separate requirement from providing the equipment.

Roofing contracting establishments with more than 10 employees must maintain OSHA 300, 300A, and 301 forms (29 CFR 1904). The 300 Log records all recordable injuries and illnesses — including falls, burns from hot materials, heat illness, cuts, and musculoskeletal injuries. The 300A Summary must be posted from February 1 to April 30 each year, certified by a company executive. Roofing is a high-hazard industry and fall incidents are frequently the subject of OSHA fatality and catastrophe investigations.
An OSHA 300 Log recording each recordable injury or illness within 7 calendar days. OSHA 301 Incident Reports for each entry. The 300A Summary posted during the required period. Five-year retention of all forms.
Heat-related illness that requires IV fluids or medical observation is recordable. A roofer who is treated at an urgent care or emergency room for heat exhaustion with IV rehydration has received medical treatment beyond first aid. If the case results in days away from work (even one day), it appears in column H of the 300 Log. Heat illness cases are both recordable and reportable if they result in inpatient hospitalization.
