Do State Plan employers still submit to OSHA?

Short answer

Yes. Establishments located in states that operate their own occupational safety and health programs are still required to submit their injury and illness data through OSHA's Injury Tracking Application.

29 CFR 1904.41 Read it on osha.gov.

Check your state's requirements as well as the federal one

Submitting to the ITA answers the federal requirement. It does not necessarily answer everything your State Plan asks for, and some State Plans have recordkeeping requirements of their own that are at least as strict as the federal rule.
